Local Government Diploma 2025-26

The Law Society offers a 12-month self-study Diploma in Local Government Law and Practice with the primary aim of fostering mastery in the essential principles of law, particularly local government law, essential for local government lawyers.

The Diploma studies the problems of practice and administration which confront lawyers in local government. In the course, candidates undertake three practical projects which combines legal, administrative, and political issues, and demands knowledge of organisational structure and procedures. At the end of the course, the candidates undertake an online examination on local government law and practice.

Of particular note, the Diploma places a strong emphasis on key areas, such as local government finance, central-local government relations, councillor-officer relationships, and practical challenges encountered in local government settings. These focal points provide candidates with a well-rounded and in-depth knowledge core to thrive as local government lawyers.

The examination takes place on Monday, 13 July 2026 from 10am to 5pm. The examination consists of 12 scenario questions and candidates are required to select and answer six questions. The pass mark for the examination is 50%.

Required prior knowledge

  • The role of the Local Government Ombudsman and the Public Services Ombudsman for Wales

  • Land acquisitions
  • By-law making powers
  • Local authority finance
  • Local authorities and the courts
  • Legal proceedings by and against local authorities
What this will cover

The projects and examination aim to evaluate the candidate’s competency in comprehending and effectively demonstrating knowledge of the practical and administrative challenges faced by lawyers in local government, as outlined in the syllabus. Candidates will be presented real-world challenges, case studies and complex scenarios that may arise.

The Diploma in local government law focuses on equipping candidates with essential knowledge and skills for local government lawyers. The course covers practical and administrative challenges faced by lawyers in this field, incorporating legal, administrative, and political elements.
